James was the son of William and Elizabeth Dee, and he joined the County Borough of Swansea Police Force. In 1883, following his actions in saving a young boy from a fire, he married Margaret, and they had four children; three sons and a daughter. Sadly, he was dismissed from the Police Force for drinking on duty in a public house. He then moved to England, spending time in Derbyshire and Northamptonshire. He finally became an Inspector in the RSPCA.

THE Queen has been graciously pleased to confer ” The Albert Medal of the Second Class,” upon James Dee, a Constable of the Swansea Police Force, for conspicuous gallantry displayed in endeavouring to save life at a fire, which occurred at Swansea on the morning of Sunday, the 20th January last.
