He was issued the award on December 14, 1894 for his actions as a 1st lieutenant with the 2nd Pennsylvania Reserve Infantry, US Army, on December 13, 1862 at the Battle of Fredericksburg, Virginia. He was later advanced to the rank of major before the end of the war.
