Clifford was born in Bolton, the son of Joseph and Selina Foy (nee Holding). He had two brothers (Joseph and Fred), and a sister (Louisa). His mother died in 1912, and his brother Fred would be killed in action on 9th July 1916. On 8th November 1921, he married Adelaide Pattie Weiss and became an estate agent and valuer. He died iin 1961 in Southport, aged 66.
AM CITATION:
On the 7th September, 1917, while bombing practice was being carried out under the supervision of Lieutenant Foy, one of the party withdrew the pin from a live bomb and, when in the act of throwing it, dropped the bomb and fainted, falling upon the bomb. Lieutenant Foy at once lifted the man off the bomb and carried him to a place of safety. A short time afterwards another man threw a bomb which hit the parapet and fell back into the pit. He made no endeavour to run out of the pit, whereupon Lieutenant Foy entered th© pit and dragged him out. On the same occasion a third man threw a live bomb which hit the parapet and rolled to the side. He was running out to throw the bomb farther away when Lieutenant Foy stopped him by tripping him up and dragged him into safety. By these repeated acts of gallantry Lieutenant Foy undoubtedly saved the men concerned from serious injury or death.
