Henry was born in Leicester, the fourth of eight children of William and Elizabeth Kesting Kemp (nee Owen). The family lived in Granby Street. His father died when he was 13, just before his youngest brother Arthur was born. Originally Henry worked as a warehouseman before he moved to Birmingham. On February 1st, 1868 he joined the Worcestershire Constabulary and served in Balsall Heath, Ombersley, Bromsgrove, Redditch, Broadwas, Halesowen and Pershore. On 16th June 1863, he married Theodosia Noel Foxon in Leicester, and they had nine children between 1864 and 1883.
In 1872, he was promoted to Superintendent. In September 1892, it was alleged he was having an affair with a baker’s wife in Pershore, and following an enquiry he was dismissed from the Police by the Chief Constable. He brought a case for slander to the Birmingham Assizes, and he won, being awarded £500 damages, but the Chief Constable refused to re-instate him. He died in July 1895 in Little Comberton, near Pershore, Worcestershire having never been offered his old job back.

THE Queen has been graciously pleased to confer « The Albert Medal of the Second Class” upon Mr. Henry Kemp, Superintendent of Police in the Worcestershire Constabulary; for conspicuous gallantry displayed at a fire which occurred at Halesowen, in January, 1881.
