Philippine Insurrection Medal of Honor Recipient. Mullin served in the United States Navy as a Seaman on board the “USS Texas”. He was awarded the Medal of Honor for his bravery on November 11, 1899. His Medal was issued on January 8, 1900. Even though his brave act took place thousands of miles from the Philippine Islands, it occurred while the Insurrection against United States forces was taking place, and is therefore listed officially as a Medal of Honor for that time period.

 

MOH CITATION:

On board the U.S.S. Texas during the coaling of that vessel at Hampton Roads, Va., 11 November 1899. Jumping overboard while wearing a pair of heavy rubber boots and at great risk to himself, Mullin rescued Alfred Kosminski, apprentice, second class, who fell overboard, by supporting him until he was safely hauled from the water.
