Peacetime Medal of Honor Recipient. He entered the US Navy at Massachusetts and served as a Captain of the Top. The place of action was at sea, northeast Atlantic, west of the English Channel. His citation reads “Serving on board the USS Constitution, at sea, 13 February 1879, Horton showed courageous conduct in going over the stern during a heavy gale and cutting the fastenings of the ship’s rudder chains”. He was presented with his Medal on September 7, 1879 on board the USS Constitution at the New York Navy Yard by Lieutenant Commander Theodore F. Jewell.
