Richard Rice is said to have attempted to save the lives of two men overcome by gas in a large tank in East Greenwich, London on 8th December 1900. He was a workman with the Telegraph Construction and Maintenance Co Ltd. The award was apparently approved by King Edward VII on 22nd February 1901 but there is no evidence that a notice ever appeared in the London Gazette and similarly, no evidence of its presentation.
