US Navy Peacetime Medal of Honor Recipient. Born in New York City, New York, he served as a Landsman in the United States Navy. On November 17, 1879, while serving on board the U.S.S. Richmond at Shanghai, China, Landsman Michell rescued a fellow shipmate from drowning after he fell into the sea. For bravery without regard for his own safety, he was awarded the Medal of Honor on October 18, 1884.

Serving on board the U.S.S. Richmond, Mitchell rescued from drowning, M.F. Caulan, first class boy, serving with him on the same vessel, at Shanghai, China, 17 November 1879.
